On February 20, Deputy Prime Minister and Minister of Education signed a memorandum of understanding (MoU) with KB Financial Group to promote Neulbom (educare) School and the childcare service in primary schools. The MoU aims to strengthen the public-private sector partnership between the Ministry of Education and KB, based upon their shared views on the critical importance of reinforcing the government's responsibility for "educare" and addressing the challenges caused by low fertility rates.

Deputy Prime Minister Lee said, "I look forward to creating more desirable environment to raise children by encouraging the members of society to actively participate in this effort, hoping that this MoU will stimulate the participation of diverse stakeholders in the fostering of future generations." He added, "The Ministry of Education will do its utmost to ensure that the two institutions work as strong and reliable partners to provide a childcare service as warm and embracing as spring sunshine, as well as high-quality education for all children.
