President Lee Myung-Bak named Kim Doh-Yeon, 56, professor of materials science and engineering at Seoul National University, as the first Minister of Education, Science and Technology on February 29, 2008.  The Ministry merges and replaces the former Ministry of Education & Human Resources Development and Ministry of Science & Technology, according to the Republic of Korea’s new government framework.


In his inaugural speech, Kim stated his resolution to work for the effective development of qualified human resources and the advancement of Korean education at all levels, with particular endeavors put into releasing the creativity of young students through diversified formats of educational provision, promoting both educational equity and excellence at schools, upgrading the international competitiveness of higher education institutions and ensuring the quality and reach of lifelong learning opportunities.

 

Kim also emphasized the importance of developing science and engineering as a means of enhancing Korea’s industrial competence and national status, mentioning his intention to extend investment in research and development, improve the country’s R&D planning and coordination system and create a stable research environment for scientists.    

 

Kim achieved a B.S. from Seoul National University and M.S. from the Korea Advanced Institute of Science.  After obtaining a Dr.-Ing. in metallurgical engineering from Université de Blaise-Pascal in France, he has been teaching materials science and engineering for nearly 30 years.  Kim, a former Dean of the Seoul National University College of Engineering, also serves as Executive Vice President of the Accreditation Board for Engineering Education, Faculty Fellow at the University of Tokyo and Vice President of the National Academy of Engineering.
