On January 30, the Ministry of Education announced the Plan for Consolidation of Early Childhood Education and Care to “provide responsible early childhood education and care service from birth” at Seoul Government Complex, along with relevant ministries, including the Ministry of Health and Welfare, the Office of the Prime Minister, etc.

Deputy Prime Minister and Minister of Education Lee Ju-ho said, "With the aim of ensuring all children enjoy high-quality education and care from the moment they are born without any discrimination, we're now launching our work to consolidate early childhood education and care as a tool to achieve just that." He added, "We'll work together to create an environment where parents can entrust their children with confidence with the consolidation of early childhood education and care and Neulbom School, so that the government can take care of the first 12 years of education and care for all children in Korea."
