제목 : Enhanced Guidelines for 2nd Semester:  Strengthening Teacher Rights and  Prohibiting Cell Phone Use during Classes

On August 17, the Ministry of Education (Deputy Prime Minister and Minister of Education Lee Ju-Ho) unveiled the Draft Guidelines for Teachers on Student Life Guidance and the Draft Guidelines for Protecting Educational Activities of Kindergarten Teachers, aiming to solidify teaching authority and ensure the universal right to education for all students. As a vital component of the overarching national effort to enhance educational authority, the Ministry of Education has been actively advancing the empowerment of elementary and secondary school teachers in guiding students' lives. This proactive approach involves amending pertinent laws like the Elementary and Secondary Education Act, responding to school requests, and engaging in comprehensive policy research and meetings. Notably, the Ministry has taken a historic step by releasing nationally applicable guidelines for the first time. Over the past years, the Ministry has diligently undertaken policy research and collaborative discussions to shape draft guidelines that establish clear standards regarding the scope and methodology of student life guidance. This meticulous preparation has culminated in the unveiling of the Draft Guidelines for Teachers on Student Life Guidance, slated for implemention during the upcoming second semester.
